The Study On Fire Fighting Cause In Wuhan During August, 1945-May, 1949

Fire fighting which is an important condition of protecting the national security and stability of social concerns with a country's public safety issue.However,the academic circles lack systemematic studies in the field currently.This paper selects the situation of fire fighting in Wuhan during the period from the Second Sino-Japanese War to the eve of liberation of Wuhan(August,1945 - May,1949) as the object of study,describes the fire fighting in Wuhan of this period and reveales the roles of the state and society respectively and the interaction between them in the process of operation of fire fighting by fully taking the advantage of data in the possession of Wuhan Archive.It is the first time to explore the field of fire fighting in Wuhan from an academic view and try to provide some references for the development of contemporary fire fighting in Wuhan. The first part of the article describes the overview of fires in Wuhan during this period, including the time,location,number of fires occurred and caused damage.The second part focuses on the fire fighting agencies in Wuhan during this period,including official and private organizations.And it reviews the historical sources of them respectively,as well as the construction of fire fighting teams,fire-fighting equipments,fire control laws and regulations,the management of fire fighting staff and the relationship between official and private organizations from August,1945 to May,1949.The third part analyses all aspects of practicing of fire fighting,such as the prevention of fire,the process of fire fighting,the measures for the aftermath of fire and so on.The last part makes an analysis of the characteristics of fire fighting in Wuhan.It reveals that fire fighting during this period is shared by the offcial fire police and civil organizations' mutual cooperation, which official fire police plays a leading role while civil organizations play a main role. This model can help the state and society respectively play a significant role in public service and enlighten the development of today's fire fighting.In short,this paper attempts to analyse and review the situation of fire fighting in Wuhan from August,1945 to May,1949 intensively on the basic of previous studies, providing help to people' comprehensive and objective understanding of history of fire fighting in Wuhan as well as the history of Wuhan.
