With the advent of globalization,English education,especially the College English Education has not only been a subject,but with the characteristics of society and policy.There has been over a hundred years from the English education coming into China and been taught with the text of the subjects by the Imperial Translator's College.While,the functional position of the English education changed quietly with the time,we have not given the prompt attention to it.With the rapid development of higher education,many questions of the College English Education gradually exposed.People's vague and blind speculations make more and more negative effects and cause the English teaching practice to deviate from the goals of education.We can see that the purpose of receiving the College English has not been what the university students want and need,and the function of education itself appears misplaced.If we consider this question profoundly we can finally focus more on one point:Chinese College English education functional position.It is lacking of the rational functional position that lead to range of problems.How to rebuild a suitable functional position system to protect the healthy development of our College English education will be the urgent problem that we need. Rational position is the key for our College English development.While failure to adjust its functional position timely and better that causes the low efficiency now.We should Re-examine our own disciplines pursue and the surrounding social environment to adjust our own subject roles and functions.This is really there exists the basic problem in our country College English education.A lot of scholars criticized the current College English education to be nearly frenzied,and the effect is still very poor."Dumb English,deaf English and no boiling water "are the vivid description on our country College English.this aspect is easy to see in many studies and articles; we do not need to have much explanation on it.Awkward unfavorable situation with our College English becomes more and more serious.It never catches so gigantic attention and suffers so huge blaming.In view of this,we need profoundly rethink the success and failure of our College English education based on the times to searches the source.We still should research the history and developing process of our country's college English to give a fair evaluation to her.The author takes our country's College English functional position as the object and reviews its development process with over 100 years history so that we can see it's process and present clearly, and then,analysis the causes of the problem from four aspects that are Economic development,The policy change,cultural colonization and language hegemony to evaluate the current status of our college English objectively.Based on this,the author put proposes and suggestions according to its definition and connotation to hope to make some contribute to our country's College English education.Foreign language education involves the country's policy,economy,foreign affairs and the surrounding international environment as well as the use of international language.Today,English is an important international language with the higher state in the world,English education especially our College English education creates the favorable conditions for Chinese economic development,technological and cultural exchanges.However,if we give it too much to raise its social status,it will be blind and develop without restraint.As a result,it will make college students mistake that only English is the most important thing,but actually not.It will waste the educational resources and decline the national culture.We should reflect on history and inherited excellent content as well as reform the drawbacks to ensure the healthy development of our College English education in China.
