In the beginning of 1970's,a significant international conference—"The Conference on Security and Cooperation in Europe",which was originated in the mood of hostility between the two blocks,was finally opened up after a long term of bargaining.This conference was originated under the general environment of"detente",which was been use as a advantage of the U.S.S.R to strengthen the power in Europe and the confrontation against U.S.A. An agreement of the opening was finally been reached benefit from the long term of negotiation and discussion between USSR and West Block under the general"detente".From 22nd November 1972 the preparatory meeting was opened to 1st Agust 1975 the"FINL ACT"was signed,the two blocks had been in a fierce and intensive argument to discuss the concerned significant problems to finally sign the"FINAL ACT"based on the compromise.Although the"FINAL ACT"was not compulsory in the international law system and not been implemented completely,it's still a kind of precious resource for our research on the relationship between USSR and West Block to observe the communication between the two opponents.It is what the thesis is about to do to review the the conference ,to observe the USSR diplomacy and the international relationship in this era.
