From the end of the 19^th century to the early 20^th century, trying to rescue the crisis of national subjugation and genocide,to create new polictical structure, the Chinese people find a new way—to renew nation and create new citizens.Among those Enlightement Thinkers,Liang Qichao's New Citizen Thoughts is the most representative.It brings the first high tide of China's First Modern Enlightenment Campaign.In these days, it is necessary to establish a socialist democracy and to develope grassroots democracy. There are still many problems. Therefore, the initial study of political enlightenment in the New Citizen Thoughts movement is very important.
