| Modernization is a durative social changing process. And promoting social modernization by state power is the exclusive way for most undeveloped countries. This treatise is about how state exercise its' power in modernization of Late Qing dynasty since 1860's. By fully analysing the effect of state power in modernization of latter-day British, latter-day French and latter-day Deutschland, we can summarize that there are three styles for state power to show its' force in modernization. Then studying modernization in by the style of Deutschland to explain.After defining the meaning of State, Bureaucracy and Society, the treatise analyses the process how state exercise its' power in modernization of latter-day British, latter-day French and latter-day Deutschland, then conclude the three styles of state power effect the modernization: passive state power, interactional state power and dominant state power. And the style of dominant state power, the key point this treatise study on, is the primary way for undeveloped countries to promote their modernization.Then explain why the modernization in Late Qing dynasty turned into a case of crabs, by concentrating on the ability for central government to control the society, the putrescence of bureaucracy and the limitation of the innovators in Late Qing dynasty. The conclusive is that because of the uninterrupted cripple of the ability for central government to control the society, the serious corruption of bureaucracy and the innovators in Late Qing dynasty are essentially lock of reformable thinking, it was impossible for the state power of Late Qing dynasty to promote effectively.Ultimately in retrospect to the way Germany state power to promote modernization, then compare with the familiar style of other two succeed countries - Japan and Russia, in order to explain what made the modernization of become lost.
