Nei-shi is a name of the kind of officers in Zhou dynasty, and the eight-Fang law is charged by it.Nei-shi set in Qin dynasty by modelling the Zhou system is a kind officer charging the internal things of the king in Central after the Prime minister. There has the first change of Nei-shi's duty that is mainly charging economy things and takes place of Prime who out step by step from which the county was beginning established in Qin State because the feudalism has not been main. The second changing that the Nei-shi was demoted from central to local is started when the Jun(county) was beginning set, but the particularity of the officer result in it inconsistent with reality. In the same time, Nei-shi has some significance of administrative division, and gradually be a complete administrative division under which there is 49 counties included where is named Guan-Zhong today.Nei-shi is set in Han dynasty as an officer in Central because the system in Han dynasty is inheritance it in Qin dynasty. The first changing that reverts the system of Qin that Nei-shi is a local officer with the rank of two thousand Dan and is a region where equivalent the Guan-zhong today is in the 9th year of Gao-emperor. The second changing that it was divided into Left and Right Nei-shi is started in early of Jing-emperor and ended in Jian-yuan 6th year of Wu-emperor. The third changing that its was divided three parts are Jing Zhao-yin, Zuo Ping-yi and You Fu-feng is in Tai-chu 1st year of Wu-emperor. Certainly there was some other changing of area ang regional with three changing mentioned up.Nei-shi is set but unclear with its duty in some Nobility kingdoms that some use the system of Qin, others use one of Chu feudalistic set by Chu in the end of Qin dynasty with war. It was set with duty of governing national and rank of two thousand Dan by king in kingdoms that established by emperor in Han. The first changing the resumption of appointment power is in middle 5th year of Jing-emperor. The second changing the gradually decline of rank in the range of Yuan-shou years of Wu-emperor with the entry into force of the left officer law . The third changing that its class rank was adjusted to consistent with power and duty then ended it and renamed it lieutenant in Sui-he 1st year of Cheng-emperor.Nei-shi was ever set with rank of 2000 Dan by Central in nobility kingdoms that set by Later Han dynasty in the early, but it was gradually disappear because the officers was reduced in kingdom when it was inherited and also set after Han dynasty...
