From the end of the Ming Dynasty to the middle of Qing Dynasty, desert West Mongolia has been a active and powerful strength in China's northwestern region. Especially since Qing Dynasty the largest two desert West Mongolia forces - Junggar and Heshuote influenced the Qing Dynasty governance in the southwest and northwest frontier. The Qing dynasty controlled the Tibet with the force of them in a peaceful manner. So the Qing Dynasty gave the right to Heshuote to rule Tibet policy. However, this policy is due to the expediency of the situation, it can not be for the purposes of long-term stability. With the development of the things, with the influence of the desert West Mongolia, the Qing Dynasty observed that the accumulated contradictions between the Mongolian and Tibetan in a long time and the internal contradictions in desert West Mongolia would bring on unrest, and even took the Tibet apart from the central dynasty. Therefore, the Qing Government has decided to further strengthen the rule of the Tibetan. This paper bases on research results the senior scholar of the Mongolian and Tibetan Affairs and the Mongolian and Man relations. And it will try to state objectively the direct and indirect influences to ministry of the early Qing Dynasty from Junggar and Heshuote and the reason why the desert West Mongolia played the role. The article is divided into four main parts:The first part, the title is "the historical inevitability, that Heshuote Mongolia play the ligament in the peaceful adscription of Tibet to Qing Dynasty", mainly from the political, cultural, religious and other aspects to state the complex relationship in the time between the Ming and Qing Dynasties in order to explain why Heshuote Mongolia play the ligament in the peaceful adscription.The second part, the title is"the rule of ' Mongolia administer Tibet' and establishment of direct government of the Qing Dynasty in Qinghai Tibetan areas". Through the analysis of failure of "Mongolia administer Tibet" policy reasons, it will educe the first adjustment of the Tibetan Policy followed the Junggar's aggression to Tibet and Robuzangcangjin rebellion. And further more it will state the renovation of Tibet policy though this affair.The third part, the title is "'Zhunyi trouble' and the accelerated strengthening of the Qing Dynasty government in Tibet", It will state the complicated situation of rebellion by the Tibet local aristocracy and the Junggar and how the Qing Dynasty securely handled the Tibet issue, and further deepened the rule of Tibet.The forth part is the summarize of the paper. It will take the conclusion that desert West Mongolia in the early Qing Dynasty influenced gravely the policy of strengthening the process of governance in Tibet and analysis of the reasons for this phenomenon.
