How to maintain the independence of national culture has become a hot subject of scholars in our country gradually. For example, the emergence of"cultural imperialism"and"cultural colonialism"alarms us, and the appearance of various kinds of non-governmental organizations confuses us and different trends of thought impacts our ideology, therefore, how to protect the national cultural security has become a brand new subject and a non-negligible responsible of our government.First of all, the basic meaning of cultural security should be defined. The present status of cultural protection in our country is not optimistic, many problems, which exist in cultural trade inherently, including that the number of original cultural products is quite small, the cultural market is not mature and the investment is deficient, have become the obstacles for development of cultural industry. In addition, the citizen's consciousness of cultural security is faint, and the government's measures for protecting cultural industry need to be perfected. As we can see that many developed countries such as France, Japan, America and South Korea have carried out a number of measures to protect their cultural securities and have made successful effects, many of which worth learning and using for reference.What government should do and what kind of form should be adopted are the problems, which need us to think in deeper level. First of all, the cultivation of citizen's consciousness of cultural security should be started with, including: citizen's public rational ability should be cultivated, citizen's sense of social responsibility in cultural construction should be advocated, and the education of citizen's mainstream ideology should be strengthened. Only by enhancing citizen's consciousness and sense of responsibilities in protecting cultural security, can the whole society be mobilized to pay attention to the protection of national cultural security. Only the reason be understood, can it be put into practice. This is a long-term and arduous task. In economy, the government should enhance the enterprises'abilities in protection of cultural security, and guide them to strengthen the abilities of independent innovation and consciousness of intellectual property rights, and draw lessens from failures, to make enterprises strengthen their cultural productivities. The government should also strengthen the system construction of itself while standardizing related trades. A perfect and effective system is able to guarantee the cultural security fundamentally, and the establishment of national cultural early-warning mechanism is one of the important components of system. Various kinds of indexes should be quantized by means of science and technology to provide rules for cultural early-warning mechanism, and the popularization of legal knowledge concerning national security shall provide law for guaranteeing cultural security.More efforts should be made by government to protect and explore the traditional cultural industry in local area. The succession and development of traditional culture is the core content of protecting national cultural security. For if a nation's culture is lost, then there will be no meaning of development in other aspects, therefore, both developed countries and developing countries are all making efforts to protect their cultural heritage. Although our government has carried out corresponding measures, long-term and unremitting efforts shall be made.Cultural security belongs to traditional security field, which is indispensable to national security. It should be included in the national security works. The security line of national culture shall be constructed by efforts of all citizens. Facing the large amount of imported spiritual cultural products, we are easy to deny the original cultural values and weaken our national concept gradually, and finally become the victim of foreign cultural invasion. According to the articles of many scholars concerning cultural security, it can be seen that they are quite worried about the present status of cultural security in our country. Therefore, many hidden troubles are pointed out and corresponding countermeasures are put forward by them. It also can be seen that government has actively made great efforts in these aspects and gained obvious effects. Along with the deepening of economic globalization, new problems will appear in cultural security, which demands the enhancement of the entire society's consciousness of protecting cultural security and the strengthening of government's responsibility in protection of cultural security. In my opinion, the key problem is to perfect the system for protecting cultural security and enhance the citizen's self-quality in this process.
