Since 1901,the sovernment of Qing Dynasty has carried out a series of reform aiming at self-strengthing and maintainance, which was called"new policy",This reform covers politics ,ecnomics, military ,education, and so on ,of which educational reform is one of the most successful .This paper analyses the educational reform in the"new policy"period in the context of modern social transform ,and by referring to the thoughts and practice of the late-Qing Dynasty's educational reform ,it presents the relationship between the late-Qing Dynasty's education reform and modern intellectuals, and the relationship between overseas education and"Xinhai Revolution".It concludes that the late-Dynasty's educational reform made the whole nation's elites'thoughts turn on a new look ,as a result of which the political trend of the late-Qing Dynasty was changed a great deal.The education reform in the late-Qing dynasty, especially the cancel of"keju", blocked the traditional way of reading-keju-becoming an official, cut the traditional relationship between political system and social elites, and made the traditional class of"gentlemen", which associated residents and officials, dying out. As a result of the factors mentioned above, Qing dynasty was around the corner of breaking down. What's more, the new-style school and large-scale overseas study in the late Qing dynasty enhanced the form of students-oriented intellectual class. Their new knowledge structure, multi-value orientation and variety of employment choices fastened the collapse of the traditional social structure. The new intellectual class received different education and experience, and they had a deep feeling of the cultural difference, but heir patriotism was prohibited by the Qing dynasty, all of which made them turn to"lixian"and revolution, in motion and in action, which threatened the rule of Qing dynasty. Eventually, the Qing dynasty was overwhelmed by the revolutionary. By analyzing the social effect of the late-Dynasty's educational reform This paper comes to make it clear that the late-Qing Dynasty's educational reform contributed to the national unity, and the education of patriotism and modern values, which in turn weakened the basis of the regime of Qing dynasty in an indirect way. It can't be denied that this educational reform was one of the actors that accelerated the break-down of the regime of Qing-Dynasty.
