Since 1990s, represented by the Interact, the rapid development ofinformation technology, has promoted human society from the industrialsociety to an information society, the social change profoundly affect theway we live and see the world. As Barrett, a famous computer expertfrom the French Bull system company said: "Press access to personalrecords completely changed the fact that the ideological and cultural; Postpence to change the means of communication and access to information,Change the way telephone conversation. The Intemet can change things,contains all of these, it will far outnumber those." The Intemet, as thecore of modem information networks, is increasingly becoming thecentral nervous system of the world, and is fundamentally affecting theway people obtain information. Because of accessing to information isessential for modem living, Cyber-language which based on thewidespread use of Interact technology, as a link between the Intemetusers who is the main part of the network, has a tremendous impact onpeople's social life, culture, politics and economy. How to make thenetwork a healthy, beneficial and long-term development state, is worthyof attracting us to conduct further research and study. By analyzing thebackground and characteristics of the Cyber-language, the paper focuseson the necessity and urgency of the normative guidance of theCyber-language. Then, with a view to promoting the further study in thephilosophy and ethics of Cyber-language, the paper conducts apreliminary analysis and discussion on the value and ethics ofCyber-language. Thereby, guiding the standardized development ofCyber-language, promoting the rich and healthy change of the Modem Chinese Language, and pushing the civilized construction of theCyber-ethics and Cyber-culture.
