After the outbreak of World War II, the United States began planning how to deal with failed Germany.But in the process of policy,decision making echelon in the United States had internal differences seriously.President Roosevelt,including officials of the Ministry of Finance,had the idea of punishing Germany,but Henry Stimson,including Secretary of the army and State Department official had the idea of takeing tolerance policy.They engaged in endless arguments.Considering the need of anti-Germany and the blueprint leaded by U.S.A, Roosevelt Needed the Soviet Union.So,he took severe punitive measures on Germany to let the Soviet Union Satisty.However,with the death of Roosevelt and with the end of world war II,the basis of wartime cooperation between U.S.A and Soviet Union wasnot exist.Deep-rooted distrust,great difference and conflict in the ideological and geopolitical interests ,caused the Cold War.With the development of international situation, U.S.A the enemy is the Soviet Union,not Germany,so they must support Germany not weaken it.The policy towards Germany damaged the interests of the Soviet Union and let it dissatisfied. In the era of Cold War,the most fundamental characteristic is the getting the advantage of geopoliticals. Germany,which is in the center of Europe,was focused on.In the early of Cold War, U.S.A and Soviet Union took "zero" policy ,including the policy of Germany,all caused Germany into two parts.
