Theory of the Social Contract is a social ethics cultural thought broadly in the Western community. It is not only permeated in the economic and social life, and also used to build national social organization theory. Theory of Justice marks modern translation of social contract theory, which is aroused tremendous repercussion. Rawls didn't mention the concept of institutional ethics in Theory of Justice. However, the institutional ethics thought is contained in it. Therefore, the reinterpretation will undoubtedly be closer to Rawls' institutional ethical Construction direction of Theory of Justice through social contract horizon. It may be clearly understanding of the institutional ethics and its modern values.Chapter I, this part deals mainly with the evolution of social contract and the value generation of institutional justice. Based on the social contract history, this part extracted abstractly the ethos of freedom, equality, consensual commitment and ethical responsibility, and discussed the institutional value generation of social contract theory.Chapter II, based on Theory of Justice, it focuses on the core values of Theory of Justice. From three major aspects of the exposition: Justice -- the primary values of institutional ethical. Justice -- the reasonable demands of social institution. Justice—the reality care of institutional ethics. This part follows: The primary value,the value vector and realistic significance.Chapter III, it focuses on the contemporary spirit of the contract value and institutional innovation, the dual construction between institutional justice and individual morality. Relate to the reality call of the contract spirit, the value traction of individual innovation, the foundation of institutional justice, the mutual benefit and isomorphism of individual virtue and institutional justice. This corresponds to the reflection and learning of institutional justice, and its objection is to benefit to the ethics rebuilding and well-order society in a period of social transition in China.
