As the core of bureaucratic system of Eastern Han Dynasty, Sangong System is an important political power which exerted a great influence on Eastern Han Dynasty's politics and set examples for other officials. In addition, it can generally reflect the condition of bureaucratic system of Eastern Han Dynasty. Because Sangong System didn't maintain the same in the Qin Dynasty and Han Dynasty and in some degrees was neglected in its historical importance, the paper hopes to advance the research of Sangong System of Eastern Han Dynasty by returning to the original condition of history. Sangong System of Eastern Han Dynasty deserves our systematic carding and research in an all-around manner.The paper probes the Sangong System in four sections except the introduction.Section One elaborates the evolvement of Sangong System of Eastern Han Dynasty. By reviewing the evolvement of Sangong System of Eastern Han Dynasty, the section confirms that Sangong are Taiwei, Situ and Sikong, and Four Department which combines Sangong with Taifu and is the core of governance in Eastern Han Dynasty. The section gathers statistics of persons who held the positions of Sangong and analyzes these officials by making the lists of Taiwei, Situ and Sikong respectively.Section Two probes the authority of Sangong in Eastern Han Dynasty. The powers of Sangong in Eastern Han Dynasty reflect in five aspects, namely the power of choosing officials, the power of impeaching and punishing officials, the power of managing advices and supervising officials, the power of arranging court ritual and reporting state affairs, the power of turning down the imperial edict and advising. As important officials, the authority of Sangong almost equals to that of prime minister in Western Han Dynasty. With the burgeoning powers of Shangshu, another important official, the powers of Sangong was weakened in some measure, but the kind of weakening was strengthened gradually. So it's impossible to deny that Sangong still perform the powers of prime minister though the powers were divided up by Shangshu and Taifu.Section Three expounds the selecting system of Sangong and its traits.
