The Research Of Official For Exploring And Reorganizing Customs During Yongzheng Age

During the rule of the Emperor of Yongzheng ( the fourth Emperor of Qing Dynasty), the government set up a special position -- Official for Exploring and Reorganizing Customs . What is Official for Exploring and Reorganizing Customs (in Chinese"Guan feng zheng su shi")? It is assigned by the emperor himself with the duty of exploring the customs in the country and learning the living condition of the people and their will, reorganizing the bad customs and blowing the criminals and so on. At the eighth year of Zhenguan Age of Tang Dynasty, Xiao Yu , Li Jing and so on were assigned to patrol all over the country, which was called Exploring Customs Official(in Chinese Guan feng shi ) . Qing Dynasty imitated this position and founded Official for Exploring and Reorganizing Customs. Official for Exploring and Reorganizing Customs was only founded in the four provinces during the rule of the Emperor of Yongzheng Age. They were founded in Zhejiang province in October of the fourth year of Yongzheng Age, which was dissolved in November of the eighth year of Yongzheng Age,in Fujian province in February of the seventh year of Yongzheng Age, which was dissolved in December of the eleventh year of Yongzheng Age, in Hunan province in February of the seventh year of Yongzheng Age, which was dissolved in July of the eleventh year of Yongzheng Age, and in Guangdong province in December of the seventh year of Yongzheng Age, which was dissolved in December of the tenth year of Yongzheng Age. Official for Exploring and Reorganizing Customs only existed about four years in every province and six people were assigned to take the position , who were Wang Guodong , Xu rong ,Cai Shishan, Liu Shishu, Li Hui and Jiao Qinian. Those people and their tasks were assigned by the Emperor of Yongzheng. They took responsibility for the custom problems in different provinces. The establishment of Official for Exploring and Reorganizing Customs makes up the disadvantages of the central administration management and displays their own advantages. The thesis will study on Official for Exploring and Reorganizing Customs and explore the process of its establishment, development, dissolution in Zhejiang, Hunan, Fujian and Guangdong province. The thesis will focus on the reasons of establishing Official Position for Exploring and Reorganizing Customs and its functions. Basing on a large number of file data , the author will try to carefully examine the system construction during the rule of emperor of Yongzheng Age through the analysis this special government position.
