Before the Anti-Japanese war, the economic center of China lies in the eastern coastal areas, and is largely dependent on national government revenue sources. After the breaking-out of the war, the vast land loses into the foreign hands, which results in a sharp decline of national government revenue. With the continuing resistance, various expenditure increases, the existing revenue of the national government is unsustainable. To balance the revenue and expenditure, increase revenue and enhance the resistance forces, the government formulated and implemented a series of national financial reforms. In addition, public donations have also become an important means for revenue. To encourage public contributions to donate to save the government, the central government formulated a series of policies and to guide the people make donations . This includes the making of Gold Collection measures, the gathering and dispersing of Gold Collection and the measures of Gold Collection rewarding and so on.As a stronghold of the national rehabilitation, the Sichuan people in the Anti-Japanese War Positively responded to the call of the government and contributed to the Salvation of the country. Under the guidance of the central government, Sichuan government and the Chengdu Municipal government implemented relevant Gold Collection policies to guide the people.
