There are mainly three major parts in this paper:Introduction By analyzing the different social relationships represented by the "state land rent"(land rents which the state charges the landowner) and the"private land rent"(land rents which the landowner charges the tenants) respectively, thus to clarify these two actuely different concepts. Try to trace the process of how the problem of " private rent deduction"gradually getting to the spotlight and the process of how the state policies gradually pay attention to the problem. This process is in fact also the course of the state algricultural policy pushed forward step by step from simply "agriculture" to "countryside society" and finally to the "problem of famers(peseants)".During this long process, how different social parties got involved in the action of "private rent deduction" and how the farmers(peseants) as one of the two major related parties(landowners and tenants) of this action (for a long period of time it was not a real Movement ,so I prefer to call it "action") got enlightened during this process, became from a passive party into a active party gradually.
