| There was full of conflict and merging between the new ideas and the old in the nineteenth century in Britain. The emergence of masses'democratic consciousness was the new trend of their political development. Parliamentary Reform and Chartism indicated that the traditional elite politics was changing into the mass politic gradually. In the face of masses'democracy, the Parties of Britain all improved going through and made the transition. Disraeli, as the leader of Conservative party, mixed tradition with reality gradually, which formed the whippy'New Toryism'. The present dissertation attempts a study on the party thoughts and practice of Disraeli's New Toryism, and gives them a preparatory evaluation.At the first place, the thesis introduces the new characteristic of Britain's political development of Victoria briefly---Emergence of masses' democratic consciousness. Tory party had failed into a difficult position at this moment, and faced rejuvenation and rebuild. Secondly, it introduces Disraeli's Political ideology and activity of early years. He opposed liberalism and the rigid way of Tory, and advocated the merging between tradition and reality. This kind of thought had established the foundation of the new Toryism. Thirdly, it has described principle, thought and practice of the New Toryism in detail, which are core herein and focal point.
