Nowadays, economical globalization is becoming a important tendency of development inthe world. And the Third World countries is facing with unprecedented opportunity andchallenge in this tendency. It becomes a pressing times proposition for all of the countries tohow to reply. As a Third World country, Argentina makes a transformation in foreign policy afterCold War which is highly representative. Studying Argentine foreign policy can offer morereference on foreign decision-making for our country as well as other Third World countries.Wemay extract some experience and lessons from it.The introduction of this paper aims at explaining academic value and realistic function ofthe subject briefly, introducing the emphasis and the point of innovation, and the actualitise ofdomestic and international research about the subject,and pointing out major writing method andtrain of thought of this paper.The content of text is divided into five parts, which have chiefly discussed the change ofArgentine foreign policies in the period of Menem Government (1989-1999) on the basis ofsummarizing Argentine traditional foreign thought which guided the foreign policy:Part one elaborates Argentine traditional foreign thought and its forming. The domestic andinternational environment of Argentina formed its bright traditional foreign thought before andafter independence--the consciousness of independence as the historical legacy of colony, thecomplex of great power which pursued areal hegemony in Latin America, and the tradition ofEurope-prior which was constucted by the influence out of American continent;Part two narrates and analyzes Argentine foreign policies that were guided by traditionalthought before Menem was in power. First,it elaborates the anti-Americanism of foreign policyfrom three aspects--early conflicts between Agentina and America, the resistance againstAmerican hegemony, and the tradition of Europe-prior. Second, it analyzes "the third position"and "the Third World" put forward by Perón of Argentine famous leader that developed into thedoctrine of the Third World according to the time. Finally, it introduces Argentine arealhegemonism on geopolitics at the geopolitical point and the changes from continentalgeopolitical view to marine and South Polar geopolitical view;Part three analyzes the reason for the change of Argentine foreign policies in Menemgovernment from three aspects, world and domestic environment and constructionism ofinternational relation theory. It analyzes the influence of economical globalization andInterdependence on international aspect, points out the role of domestic crisis and economicstrategy and Peripheral Realism on domestic aspect. Finally, I tries to discuss the reason for thechange of Argentine foreign policies, according to the role-analyzing theory andcollective-identifing theory of constructionism;Part four summarizes three characteristics of the change of Argentine foreign policies in theperiod of Menem Government: changing the former position of anti-American intopro-American and autoally, changing supporting the Third World into allying with the west,changing fighting for areal hegemony into actively participating in regional economicintegration;Part five explains the influence and appraisement of the change of Argentine foreignpolicies in the period of Menem Government, and thinks over Argentine foreign policies afterfinancial crisis.The epilogue chiefly expounds a conclusion,namely,the major task of thediplomacy of developing countries in new historical condition, is how to participate in economicglobalization actively and blend into international system. It offers a beneficial hint for theforeign policy and its changes of developing countries especially China in new century withglobalizational.
