The period of the Menem Administration(1989-1999)is an important period for Argentine social transformation.It's a period that inherite the past and open the future,and have historical sicgnificance for the development of Argentina.Despite bearing the negative influence of the Neo-liberalism Ref-orm,Argentina's democracy has been relatively stable under the impetus of a series of favorable factors at home and abroad.The politica.l democratization has achieved positive results,mainly in the following four aspects.Firstly,military reform is conducive to the readjustment of civil-military relations,and the government has turned passively into active,putting the army under a civilian government and eliminating the elements of military authoritarianism that threatening democracy.Secondly,the reform of the legal system strengthens the regulation of.the administrative power,which is conducive to the formation of the separation of executive,legislative and judicial powers and the formation of effective checks and balances.Thirdly,the development of social organizations and news media is conducive to the protection of civil rights and reflects the steady progress of democracy at the grass-roots level.Fourthly,the political culture has been promoted,and some new trends have emerged,such as the strengthening of consultation and cooperation of the higsh-level politicalelites,the popularization of people's awareness of safeguarding rights according to laws,and the development of education on the cultivation of democratic values among the people by the government.All of them reflect that the democratization consciousness has gone deeply into the mind of the people.
