Yang Zengxin used to be the highest government administrator of Xinjiang Autonomous Region. Most of the old scholars concentrated on his life but not his thoughts because of modern China' 'political society' feature and the influence of Xinjiang's special geostrategic circumstance. This paper study the Yang Zengxin's thoughts and governing practice from the point of adjustment and adaptation to the conflict between traditional and modern times. The paper contains following contents:Introduction, explanation of the aim , study condition , clue , and method of the paper.First chapter is the overall review of Yang Zengxin's thoughts .It includes politics , economics and the philosophy of governing under the Taoism system.Second chapter restudies the Yang Zengxin's governing practice to XinJiang with the clue of interaction between Yang's will and reality. It mainly includes two parts : Yang's response to A'ertai's problem and the methods he governed nation and religion in his reign.Through the analysis of above two chapters , the third chapter clears up the Yang's thoughts about adjustment and adaptation to the conflict between traditional and modern times.This paper displays that as one of the last noble administrators , Yang Zengxin's adjustment and adaptation to the conflict between tradition and modern times, may stand for the rational and inevitable choice of a group during this process. The study of this problem is positive for us to deeply understand the difference of modern China's regional development and the complex of society's change , even the scope of studying the history of ideology.
