As part of social safety net, the social security policy has always been considered to be very important. Though it is a modern noun, Chinese traditional social security policy had been coming early in Spring and Autumn and Warring States periods, getting more specific and richer with the development of history, reaching crest in Qing dynasty. The article will do research on three facets of Chinese traditional social security of Qing dynasty from policy and system, that is giving social relief during disasters and famine; providing for the aged, the orphan, the poor and the deformities; giving preferential treatment compensation and comfort to soldier and their dependent, from which we can draw conclusions that the policy of social relief during disaster and famine had systemized and standardized; boom of the state-own charities brought along the development of the civilian-own charities; the policy of preferential treatment to soldier embodied nationality difference and rank difference and the inclination of modernization. All of these can offer a lot of references and advices to the construction of modern social security policy.
