Qing Dynasty has special meaning in development process of Chinesehistory. An ethnic minority which has particularity in culture ruling, especiallylinguistics ruling unifies china. The emperors of Sun, Kang, Yong, and Qianmake contributions to the standard of language, reform and improvement oflanguage of Manchu. Central historical data of the thesis is Qing Shi Lu .It putsthe linguistics policy at the early stage of Qing in order systematically from theestablishment of characters policy, step of government, influence and value ofpolicy, meaning and limitation of policy.The thesis has five chapters:Chapter1: Part of the introduction. Introduce the central historical data----thebasic overview of Qing Shi Lu, including the compilation, content, edition ofQing Shi Lu. On the other hand, it explains the value of study, meaning ofstudy, current situation of study of linguistics policy of Qing Shi Lu.Chapter2: Introduce the content of linguistics policy at the early stage of Qing.As the ruler of Qing Dynasty, ethnic minority entered into the central plains.They regard language of Manchu as the mother tongue. It is the center ofpolicy at the same time. This chapter explains the establishment of languageof Manchu, ways of advocating by ruler, the attitude to the other language atthe same time. It introduces the decline of language of Manchu, and thereasons of decline.Chaper3: The important chapter of the thesis. On the basic of last chapter, itsets forth policy of Qing government.
