As an area with comparatively developed economy and culture in Qing dynasty, folk customs in the south of the river and sure representativeness for other areas. The corrupt customs of the folk in the area in Qing dynasty had already had a characteristic with long-term development and passing-on. And was embodied on politics, economy, culture and ideology etc. in this area and even the whole country. Meanwhile, the corrupt customs of the folk there also reflected the from-prosper-to-decline development course of feudal society and the declining tendency of Qing dynasty. Qianlong's means and result reflected which was difficult to hold the declining tendency.The thesis consists of four parts. In the first part, while summing up the geographical range changes of the south of the river in history and emphasized luxury, superstition, gambling , loaf of corrupt customs in the area. The second part mainly describes Qianlong's policy from above-mentioned four part, including some officer's suggestions. The third part makes an appraisal objectively on basis of analyzing the result of Qianlong's policy. The fourth part is a conclusion, and it analyzes briefly the subjective and objective reasons why Qianlong's policy reacieved so little effect.
