The Scientific Culture In The Horizon Of The Ethics

"Science war" has already lasted nearly ten years in the western countries. With the studying of the thought of the west post-modern by researcher in our country, "scientific culture", the word becoming a popular hot issue, appears frequently at the mass media in our country in recent years. According to the present situation, "science and culture" is launching a dispute which is similar to the "two kinds of culture" of the western countries on the media of our country. The dispute between some literature person and some scientific worker mainly concentrate on the fight for "speech right" of science and culture.This paper regards dispute of "speech right" of this science and culture of our country as the background. At first, it analyzes the influence of culture to scientific, and then analyzes science to display on these three aspects separately as a kind of culture phenomenon thoroughly: implements aspect, scientific system aspect, and spiritual aspect of science. Thus it point out that scientific culture is not the science itself, not the specific science, not the general culture shapes such as religion, literature, art, morals, etc, too, but the culture related to science, the culture that science turns into. Namely scientific culture in essence is the mankind and scientific inter-dynamic relation and its result.Take a broad view of the fierce debate of "speech right", we find the focus of the debate lie in the argument between "scientism" and "humanities" about the "anti-scientism" and "anti-science". With the fast development of science and technology in nuclear science, genetic engineering, ecological science, and so on, the greatest difference between the two parties lies in: "whether science include ethics problem or not", "whether science need supervise and guide by ethics or not ", which is the topic that scientific circles and ethics circles have been debating endlessly all over the time. And "whether science include ethics problem or not" is the precondition of "scientific ethics" as one independent discipline. So "scientific ethics", the new developing subject, receives the unprecedented dispute.This paper plans to examine the dispute of the "speech right" closely in theaspect of ethics. Starting with the analysis of whether science have the forbidden zone, it point out that there is ethics problem in science: It includes the scientist's inherent responsibility (job spirit) and external responsibility (namely the responsibility to the society) mainly. Although it proves "scientific ethics" can be regard as an independent discipline. When it faces the "two difficult predicament" of modern science and ethical, that "scientific ethics" should play what kind of one function among science is to worth to think deeply. This text has proposed the view of "the procedure - the common understanding theory". Namely scientific ethics is playing a kind of platform for communicating function between scientific circles and ordinary people. The function, in the hope of letting people fully communicating and exchanging idea through this platform, should reach a kind of compromise, balanced, common understanding. It displays that scientific ethics have double care to science and human being.This paper uses the following research methods: combining the macro-research with the microanalysis, comparative analysis method and dialectic method. It analyzed the essence of the fights for "speech right" of science and culture in our country from the visual angle of ethics.
