Modernization has been an important issue confronting countries worldwide in recent times .Since the mid-19 th century ,it has been the most important task of China to get rid of poverty and backwardness and build an independent , strong , democratic and civilized modern country . In order to achieve this goal, the early bourgeois reformers put forth the idea of monarch democracy political system in1880s, which became the resource of the constitutional system held by the Reform Clique during the Wu-Xu period . They began with the political system, with a wish to make China prosperous and strong following the trace of the Western hi the way of building political democracy and constitutional system. More detailed they hoped to take the adoption of parliament, cabinet, constitution and the legal system in China , they hoped to start more schools, develop civil wisdom in China. Acting for the best be it, the constitutional thoughts of the Reform Clique appeared characteristics differing western constitutional thoughts , such as variant, dependent and sundry . In the end it was a flash in a pan for the limitation of contemporary trend and acknowledgement. However, in the light of social effects ,the constitutional idea broke through the feudalism tradition. Which was new and the first step to turn a feudalism to monarchy constitutionalism , soon afterwards , on which Sun Yatsen proposed the theory of Five Rights Constitution and drafted the first true democratic constitution The Provisional Constitution of the Republic of China, which was a milestone of from theory to practice . What's more ,it was to meet the all national innovational demand . It was also the beginning of modern democracy politics innovations and law perfection .It is a long way to go to a prosperous and strong China for Chinese men of insight.
