Modernization has been an important issue confronting countries worldwide in recent times .Since the mid-19 th century ,it has been the most important task of China to get rid of poverty and backwardness and build an independent , strong , democratic and civilized modern country . In order to achieve this goal, the early bourgeois reformers put forth the idea of monarch democracy political system in1880s, which became the resource of the constitutional system held by the Reform Clique during the Wu-Xu period . What's more ,it was to meet the all national innovational demand .
