| The American soldiers taking part in the Second World War amount to 15 million, the American government successfully transferred this special group from soldier to non-soldier in a very short time. This stead transfer didn' t have a bad influence on the employment, economic development and social stablity. However, it stimulated American economic rapid prosperity, improved the educational level of the whole nation presented by the veterans, and offered tremendous talented persons. American policy of the World War II veteran undoubtedly created a new field in the innovation and development of American social security system. Therefore to study the American veteran policy has a high-leveled historical value and realistic significance. Starting from the retirement survey of the American soldiers in World War II, this paper tries to introduce American veteran system and reveals characteristic, effect and influence. So as to summarize certain experience and lessons. This paper includes four parts.The first part deals with postwar retirement of American soldiers. It mainly talks about objectively trend, standard and survey of retirement, mainly analyzes the root cause from the pressure caused by rapid retirement, i. e. the American tradition of strong anti-standing army, the national identity of advocating democracy and freedom, antipathy of considerable expense for the maintenance of the huge standing army.The second part mainly deals with the new policy for the veteran in the World War II, This is the key part of the paper, to begin with, it deals with large-scale retirement bringing the problem of employment, housing and finance, and people worried about the renewal of great depression caused by thehit on the prosperity. Secondly, it treats of the content of veteran policy in the World War II, including compensation, pension, insurance, vocational rehabilitation, re-employment, education, naturalization preference, civil relief, housing etc. It is complex in content, so the aim of my paper is to base on the clue of entry and time.The third part comments on the American policy of the World War II veterans. It displays the successful experience of education, social security, finance and economic development by analyzing the characteristic, role and influence of the American veteran policy, and points out the shortcoming.The fourth part is conclusion. It points out the impact of American veteran policy on the Chinese veteran policy and social security system reform. |
