It is the highest form among all decisions.Through a thorough study of the policy-making level of the Sun Wu Regime, this thesis utilizes political science, historical materialism and dialectical materialism to analyze the foundation of Strategic Decision and the whole process of its formulation and implementations. Besides, the thesis also explores how the individual factors of the policy-makers affected the Strategic Decision in order to rectify the former misunderstandings of the Sun Wu Regime. This thesis seeks to reach a conclusion closer to the true history and to contribute some references and helps to the modern decision making.The Sun Wu Regime in the Jiang Dong Area during the end of the Han Dynasty and the Three Kingdoms Times was such a group that made Strategic Decision playing an active role to the maximum and also benefited a lot from it. During that time, Strategic Decision presented its distinctive characters when Sun Quan was on the throne. Sun Quan's Strategic Decisions were "Keeping the Jiang Dong Area" and "Unifying the Country". The most important way to carry out these policies was to ally with the Liu. Under the policy of "Keeping the Jiang Dong Area", the Sun WuRegime and Sun Quan attacked and conquered the City of Jing and breached the Alliance of Sun and Liu. Therefore, they have been deemed to be the chief culprits who brought the collapse of the Three Kingdoms by most researchers for a long time. In fact, the Sun Wu Regime and Sun Quan did have great ambitions to unify the country. However, with neither the appealing capacity of legitimate monarchical powers like the Shu and Han, nor the tremendous national power like the Wei, they had no other way but to keeping the Jiang Dong Area first, that was the premise and foundation of "Unifying the Country", and also their base line.This thesis consists of three chapters. Chapter I gives a general description of the process of the development and formulation of Strategic Decision. It briefly describes the history and geographic environment of the Sun Wu Regime and then explores the organization, central idea and discussion forms of Strategic Decision as well as its formulation process.Chapter II systematically examines the specific implementations of the Strategic Decision. The Sun Wu Regime's Strategic Decision was divided into Strategic Targets and Tactics Targets. Strategic Targets were Unification and Keeping the Jiang Dong Area.
