Since Human societies stepped into industrialized era, mineral and other natural resources have became the most important economic resources. Resources-based cities surged in this period and it is an essential type of urban development in this period. With the new china building, industrialization boomed around china. From the north to the southern part of china, from the east to the west, resources-based cities in china are developed and established. In Gansu province, Jinchang, Jiayuguan, Baiyin and Yumen take a great development in this trend.In recent years, those resources-based cities have been threatened by the impoverishment of resources that depend on (such as Baiyin and Yumen) and some of them have to face a tricky situation that the resources development hinges on deteriorate. National Development and Reform Commission have funded Baiyin and Yumen to supplement its economic development and industrial restructure that a pair of these cities has been identified as exhaustion of resources cities.Based on product life cycle theory, cycle economic theory, industry clustering theory, inter-region cooperation theory and sustainable development theory, numbers of empirical studies and comparative researches have been utilized, and analysis have been found on the impact of the price of the resource upon the resource-based cities. Thus, extension and strengthen of the industry chain and transformation of leading industries and development of multi-industries are put out on the significance of resources-based cities.Finally, with the comprehensive comparison, that recovery its leading industries which hinge on comparative location advantages, should be the key countermeasure to break even for Baiyin. While for Jiayuguan and Yumen, inter-cities cooperation should be outstanding strategy, which means to build the Jiu-Jia economic cooperation regions.
