The present era, culture has increasingly become an important national source of cohesion and creativity, has increasingly become an important factor in comprehensive national strength, and is increasingly becoming an important guarantee of the spirit of looking forward to meet people. In 2010, the GDP per capita of Wuhai City has exceeded $10,000, per capita disposable income of urban residents has exceeded 19,700 RMB, an increase of 12%, the Engel coefficient of urban residents was 0.32, the economy was in a rapid growth phase. People's living standards are greatly improved, the demands increase for kinds of aspects, multi-level and diversity to the cultural products. Wuhai municipal government seriously implemented the central and autonomous decision-making on the deployment of cultural reform, combined the deepening of reform with promoting development, and implemented a series of effective measures to actively promote the reform of cultural system, to strengthen City building as the starting point of calligraphy, and promote a culture of prosperity and cultural industries. However, due to the influence of objective conditions and subjective factors, the culture reform of Wuhai is not adjusted to the requirements of building a moderately prosperous society, and is incompatible with people's growing spiritual and cultural needs. There is still a wide gap compared with the developed cities, still faces many problems and difficult task, so continually deepening cultural restructuring is very important and urgent. In order to further liberate and develop cultural productivity, and continuously improve the cultural vitality and competitiveness of enterprises and institutions, we must deepen cultural restructuring.This paper describes the importance of deepening the reform of cultural system, analyzes the status of the cultural system of Inner Mongolia Autonomous Region, collates and summarizes the progress of the work to cultural system of Wuhai. And proposed a number of leading cadres and the cultural institutions are afraid of difficulties, exists the attitude of waiting and seeing, old-fashioned ideology, as well as cultural leadership system is not in place, cultural management is weak, and other common reform problems of public cultural institutions and cultural operators. For nonprofit cultural institutions and the reform of operating the different cultural characteristics of the individual appearing in two issues of reform have also been discussed in detail. From the ideological understanding, management system, policies and regulations, and other aspects of the market system, focus on analysis of the root causes of these problems. On this basis, combined with local reality, changing concepts from emancipating the mind, the government should strengthen macro-management services, improve the policies and regulations, establish and improve the development of cultural industry investment and financing system, establish and improve the cultural, competitive and orderly markets, proposed deepening cultural reform measures and proposals.
