Inhert And Evolution: The County Government Of Chakhar Region In Early 20th Century To The Mid 30s

County as the basic administrative unit had existed 2000 years since the establishment of prefecture and county system in Qin dynasty. It is not only the basic unit of traditional China's administration, but also the cornerstone of the centralization of autocratic monarchy of China. China's social structure has been changed in the mid-19th century with the invasion of western powers; meanwhile China began the process of modernization. County level government has been reformed in all aspects during this progress. The whole vicissitude progress of county level government began with the New Deal in the late Qing Dynasty, and made a great progress during the Northern Warlords period, but finally shaped in the National Government in Nanjing. Up to now, the traditional Chinese basic administration structure (prefecture and county system) had been finished its transition from tradition to modern.The establishment of the county level administrative system in Chakhar region had experienced a long process, and most of county originated from the previous county level administrative unit, for instance independent sub-prefecture, prefecture and administrative Bureau. By investigating the vicissitude process of county level administrative system in Chakhar region during the early 20th century to 30s, we found that it not only reserved the traditional character, but also presented a evolution of delivery commitments feature, from the late Qing dynasty, the Northern Warlords and National Government in Nanjing. We focused on this topic would be deepen the researching of the political history of the region and regional social history.This thesis is divided three parts, including the introduction, main body and conclusion. The author narrated the present research and material situation in introduction. The main body of the thesis consists of four chapters, and summarized the brief history of the appearring of county and other county level administrative unit in Chakhar region in the first chapter; investigated the modernization and changing situation of county level administrative unit in Chakhar region through analysis the development of its institution in second chapter; third chapter will be investigate the emergence of regional areas and regional organizations and its control force to basic society in Chakhar region; forth chapter will be investigate the development of the system of the senior official of the county level administrative unit to supervision of the judicial system. Fifth chapter discusses the establishment and development of the county police agencies in Chakhar region, and its autonomous nature. The last part is the conclusion, and made a brief summary of the full text in this part.
