At the end of western Jin Dynasty, the central plains was characterized by disorders and frequent wars, hundreds and thousands of people became destitute and homeless, and the farming was seriously damaged in this areas. However, the social order in the northwest led by a Hu people, Juqu Mengxun was relatively stable for many years. Under the painstaking management of Juqu Mengxun, The Northern Liang became the cultural center and the center of Buddhist scriptures translation in the north China, and was extremely flourishing during that period.At the very beginning, Northern Liang experienced a hard time because of its weak national strength. However, with Mengxun's outstanding political, military capabilities and a series of brilliant political measures, they experienced more than 20 years of external war and finally it became thriving and powerful. At its golden age, Northern Liang was bordered in the east by Xipin city, westward into Congling ridges, including Dunhuang. It achieved remarkable success in literature, history, astronomy, music, painting, sculpture arts and Buddhism.As the whole north was unified by the Northern Wei Dynasty, scholars and Buddhists'achievements of Northern Liang were took over by the new government. This fact accelerated the development of feudal society and promoted national amalgamation. For this reason, the Northern Wei, even Sui and Tang Dynasty had some cultural characteristics of Hexi culture in political system and social life.
