Tang Dezong period is an important turning point of the political situation in tang dynasty when many systems and political pattern of late Tang Dynasty are established. Prime minister group is one of the important components towards central power, which is studied not only to be conducive to comprehend political and economic situations, but also beneficial to understand the historical change of late Tang Dynasty.There are 32 prime ministers in the Tang Dezong period, between which there are 23 literati and officials,9 commoners accounting for 70 and 29 percent. The population of these prime ministers by means of Jinshi and Yin Privilege to come upon the stage is thirteen and eight, which account for 40 and 25 percent. For the prime ministers, Jinshi and Yin Privilege are the main routs of coming on stage. However, the officials are born to give priority to in the period. Concerning selecting the prime ministers, Tang Dezong himself selects fifteen people, which account for 46 percent. Nine people who are recommended but decided by Dezong account for 29 percent. Except for Chang Gun appointed by Daizong, the history does not tell the way how eight people become prime ministers. But according to current politics, the majority is appointed by Dezong. Before being prime ministers,13 people take office in the Shang Shusheng, and 6 people are Jie Dushi or Guan Chashi. which severally account for 40 and 19 percent. Some are appointed as Chancery or Subglottic aoxinuo province or Yu ShiTai or Jiusi officials. A few people take office as local officials. However, officials who once took office in the Shang Shusheng are in the majority being attributed to their reputation and outstanding status of handling affairs. With respect to the tenure of prime ministers, the average tenure of 18 prime ministers except for Chang Gun before Li Mi is a year and two months. After Li Mi the average tenure of 13 prime ministers is three years and eight months. Between these prime ministers there are 6 persons who died when they still take office,7 persons ostracized,15 persons dismissed for other positions and 4 persons being prime ministers when Dezong died. It is different for reasons why they are demoted and circumstances after being demoted. For example, some receive the death from the emperor, and some are not employed in the Dezong period, and some are soon appointed as other positions. Focused on the people who dismissed for other positions, they become departmental officials of Shang Shusheng and Eastern Palace.The influence on dealing with Fanzhen affairs is mainly manifested in two aspects. On the one hand, they decide principles about Fanzhen. On the other hand, they handle specific Fanzhen affairs, especially in Tang Dezong period. The relationship between prime ministers and the JinYuan mutiny is mainly embodied in the original mutiny and the processing of specific matters. Two main ways to participating in wealth affairs exists. One is handling daily routines on finance. Another is directly coming up with financial problems or discussing or deciding important financial problems. The prime minister's participation is the key to national wealth operation system to be normal. The influence on which prime ministers handled minorities'affairs is mainly embodied in policies government how treats HuiHe and Tubo. Han Huang and Zhang Tingshang and so on have direct influence on whether the Tang Government fights or makes peace with Tubo. The strategy for allying with HuiHe and NanZhao to attack Tubo which is come up with by Li Mi is the fundamental policy late Tang Dezong period.The relationship between prime ministers and Tang Dezongis firstly reflected on administrative affairs. Both are interconnected closely in the process of handling administrative affairs. The personal relationship between prime ministers and Tang Dezong depends on the prime minister's discussion about affairs and whether Dezong is fully respected by ministers. What's more, it also has respect on these ministers' circumstances. In general, Dezong is not close with prime ministers. In this period the academician bachelor attaches to the emperor, which results in accidentally stealing the power of prime minister on deciding policies. But it is limited and also don't give rise of the opposite between academician bachelor group and prime minister Group.The appraisement which later generations made is mainly concentrated in the prime minister's personal character and the relation between prime minister and the political situation and the personal relationship between prime ministers and Tang Dezong and so on. The comment which Fan Zuyu's book named TangJian makes is typical. In this book Fan Zuyu distinguishes whether prime ministers is wise or evil. At the same time, he discusses the relation between prime ministers and government affairs and emphasizes the role of emperor in the political situation.
