This article was based on large collection of the literature materials, analyze the data with a scientific and comprehensive approach. By comparison of the materials, which express the Intrinsic Value and typical characteristics of Tacticians in Pre-Qin Period. At the same time, analyze their development during Pre-Qin Period.
