As a key element of political process, political trust can be defined as the anticipation of local society to the political system, its components and their mutual effections in a certain cultural condition. Deeper research showed that anticipation is only the phenomenon of trust. The trust root in the local value with impressive culture features. Political trust has a moral basis. With the structural transformation of Chinese society, the traditional moral basis had been declining.The moral basis of Chinese political trust has particular cultural figures. In this paper, we distinguished the trust into two dimensions, faith and anticipation, to suggest different mental resource of trust, the values that shaped by culture and the rational choice. According to the level that social subjects used to form their trust, the political trust can be distinguished into two types, the trust based on moral principles or on strategy. In the collective culture of China, political powers and its legality is combined with its justice. The social anticipations can hardly realize since a political system can't take care of all dimensions of modern social stuff. As the society relies on the political authority a lot, the moral basis of political trust came to declining.The declining of traditional moral basis of political trust lead to the negative political attitude of society, meanwhile, new basis of trust are growing up in the practice of social subjects. To reconstruct the moral basis of political trust, the former resource of moral basis should be used to protect legal competence and association in society, and the political authority should change its idea and roles to meet the demand of modern society.
