In the current information age, culture industry and related employment policies have evolved into a state strategy and city planning, that is"Culture Founding Nation", as more and more countries have been supporting the development of traditional culture legacy and formulating employment policy guidance for emerging culture industry. Various countries have brought forward the strategy of"Culture Founding Nation"one after another, which not only promote the national economic development but also enhance the country's"soft power"in global competition.Culture industry has grown into a major pillar industry in many developed countries up until now, which both has been pushing forward the national economic development and enhancing the"soft power"for certain country in international completion, and become the direct and specific reflection of a country's comprehensive strength. Opposed to traditional industries, the culture industry, which centers on creativity to make profit, consumes less energy and receives high returns, has a variety of virtues in terms of broad economic spread effects, external output without confliction and contributing to properly demonstrating the nation's image. Culture industry represents a country's"soft power"whose tremendous attraction not only reflects on direct economic benefits but also on strong influence and spread effects on other industries. Therefore, an increasing number of countries have put emphasis on the development of the culture industry and adopted measures to seize the dominant position.Facing the culture invasion and spiritual penetration from US, France, Japan, etc,. various countries have realized the far-reaching importance of occupying the dominant position in terms of developing their own culture industry. In Asia, South Korea proposed the"Culture Founding Nation"strategy after witnessing Japan's success in developing the culture industry. When caught in the quagmire of 1997 Asian Financial Crisis, the Korean government realized that the traditional industrial model was not able to satisfy the demand of the national economy and seeking a new development model is essential for them to walk out the crisis. Right in the mean time, Korean culture industry was booming and caused the Korean government attention on the economic benefits of the"culture"and then decided to develop the culture industry as the new strategy for Korean economic development. Thanks to the strong bolstering of the strategy of"Culture founding Nation", Korea went through the difficulties of the financial crisis and drove a whole economic revival attributing to the vigorous development of the culture industry. Therefore, the Korean government fully recognized the critical importance of developing the cultural soft powers in its national strategy, decided to reform previous traditional strategic goals and build Korea to be a strong country in terms of culture and knowledge economy.
