In consideration of the perspectives of South African education system and language policy in light of the Chinese efforts of overseas Chinese promotion, the current thesis gives an analysis of the issues of universality and particularity involved in overseas Chinese promotion and the critical factors that can have an impact on the sustainable development of Confucius Institutes, by taking the Confucius Institute at Rhodes University in South Africa as an example. We summarize our experience and reflections in how to promote Chinese by taking into consideration of local conditions in the attempt of making feasible proposals in order to help adjust the strategies for Chinese language and culture promotion to meet appropriately the actual local needs, so that it will stimulate the local motivation in taking initiative in getting involved in actively seeking and assisting the development of Chinese programs locally instead of being persuaded to accept it in a passive way and ultimately this will help with the harmonious integration of the Chinese programs into the local education system. Only in this way it is possible that the Confucius Institutes can become an integral part of the local academic institutions.The thesis gives principal emphasis in eliminating the gaps and conflicts that Confucius Institutes may face in cross-cultural communication in terms of differences in ideology, politics and patterns of development so as to reduce opposition and resistance from unfamiliar international environment. Meanwhile, it eliminates the bottleneck of overseas Chinese promotion that has thus formulated. Therefore, the Confucius Institutes could adapt their mode of operations appropriately to match the different local social and cultural environment and adjust continuously the development pattern of the Confucius Institutes to solve the unique problems they face locally in a more flexible and attainable manner. Thus it will be able to help effectively to gather workable solutions for developing the so-called China's soft power and to serve the needs of the Chinese cultural development strategy to build up a friendly international environment through language and cultural exchanges.This paper develops its thesis through a case study. It both serves the immediate developmental needs of the local Confucius Institute and meanwhile intends to contribute an effective proposal to the long-term strategic objective of sustainable development of Confucius Institutes. By focusing on the notions of the goals and objectives of promotion, the process, concepts, requirements, and principles, we attempt to help increase the overall effectiveness of educational operations and comprehensive qualities of Confucius Institutes through improving critical thinking and skills in problem-solving, and enhancing the methods of comprehensive analysis and practical applications, in the hope of highlighting the effectiveness, relevance and practicality features of the Confucius Institutes in local development by exploiting their own advantages to the full. Furthermore, we also hope to achieve these goals by taking advantage of reflecting on the successful experiences of our own and of learning from the advanced operational philosophy and practices of other Confucius Institutes as well, with the aim of perfecting the systems of operations and bringing into play the unique potential features that suit to the local conditions. This paper does not only mean to be creating a platform for Chinese learning and ideas exchanges, but also serves directly to further promote Chinese language and Chinese culture.
