Loose talk refers to those utterances that lack literal precision. Although it is a quite common phenomenon, little attention has been put on it and seldom is studied in isolation, especially, from the perspective of cognitive linguistics.In the field of linguistics, many scholars have made some researches on loose talk from the perspective of pragmatics by employing the principle of relevance, while few of them have studied this phenomenon from the cognitive approach. Based on this defect, this thesis employs Fillmore's Frame Theory as the theoretical foundation, to have an inner study of the violation of the maxims of CP applied in loose talk in order to find the language using strategies employed in loose talk and try to find out the pivotal factor causing the participants'non-observance of the CP and dig out its inner cognitive mechanism.The study shows that the participants do not need to obey the truthfulness in the process of communication and what they expect is not to make sure whether the literal meaning of the utterance is true or not but to rebuild new frame in their minds and make corresponding adaptations in order to achieve a successful communication. As the study shows, frame theory is proved to be analyzable and scientific to study the phenomenon of the non-observance of the CP in loose talk.The thesis is concluded by pointing out its limitations and applying suggestions for further studies.
