Chinese Proficiency Testing is a language testing system which is organized and implemented by the Ministry of Education and the National Language Committee in the new period. As a pilot province, Hebei organized 23,109 participants to take part in the said test in four groups in 2007. These tests have provided an important base for the national government to further formulate the relevant policies and testing standards. It can be concluded from the analyses that the candidate's performances are related to their occupation, academic qualification, in particular their major and occupation category. The questions used in the tests are slightly tricky and the proportion of the out-of-the-way questions is slightly large. The reliability and validity has basically reached the expected results. To carry forward the Chinese culture and build a harmonious language life, the paper suggests that the relevant policies and measures should be worked out, the test structure be readjusted, the test difficulties be lowered, the application coverage be extended and the test practicality be strengthened. It is recommended that the Chinese proficiency grading standards should be detailed, the Chinese proficiency testing should be applied into the middle school course reform and the higher education institutions'syllabuses as well.
