Research On The Basic Medical And Health Service Package In Chongqing

The development of medical and health services contributes to the construction of a harmonious society. On June 30th,2006, the State Council decided to set up inter-ministerial coordination working group on deepening the medical and health system reform in the 141st executive meeting with the main task to propose the general concept and policy measures of medical system reform, which marked the official priming of a new round of medical reform. The core of the new medical reform is "the establishment of the basic medical and health care system covering urban and rural residents" and after the system was confirmed, Weifang, Ningxia and Chongqing began a pilot study of basic medical and health services.The project of the implementation of basic medical and health care system in Chongqing as the background, this study aims to explore the design and implementation of the basic medical and health service package in Chongqing. On the basis of the literature review, with research methods of the baseline survey and expert interviews, the necessity and feasibility of the basic medical and health service package implemented in Chongqing was analyzed and the concept and features and related theory of the health service package was explained; data about the basic health services, the level of health services delivery, health status of the resident, needs, utilization and costs of health service and public health was collected through the baseline survey in pilot areas, which provided evidence for the design of the basic medical and health service package. The basic medical and health service package that fitted Chongqing was designed based on the design principle as well as the literature review, baseline survey and the reality of Chongqing, through expert selection and common disease and diagnosis of specific chronic disease treatment. Jiangbei district and Qianjiang district adjusted the basic and health service package according to their own situation. The data about the implementation of the basic medical and health service package in the two pilot areas was collected by follow-up surveys and expert interviews. At last, experiences and lessons of the pilot implementation were summarized and as reference for the rest of the country to promote the basic medical and health service package.
