Objective:As the main focus of knowledge and talent, hospital play very important role in the entire national medical innovation system. After hospital staff general set the awareness of the importance of scientific research, it is very important to inovate the system of driving system. Research innovation has become the medical industry initiative forward in north-west. This thesis has chosen the scientific research motivation of the local hospital of XinJiang as the case of the thesis attempting to propose the measure and suggestion to the medical scientific resrarch on the basis of the scientific awareness and the needs.Methods:Through searching literature, questionnaires and Carried out a typical research to a top three university hospitals and had Statistical analysis of data. The main content of the study conclud:the research awareness of staff, the bottleneck of scientific research, effective drving factor, and so on.There are 350 questionnaires. Results:(1) As combination hospital, Hospital staff general set the awareness of the importance of scientific research; (2) To improve the hospital research level there should be more attention about the combination of scientific research and clinical, ensure the sufficient time, etc; (3) There is a need degree of scientific research:development needs, respect needs, security needs and economic needs. The development needs are different from other factors, and its average points is 4.1603. (4) The needs of different style research staffs are multiple.There is not only economic needs, but also development needs; Conclusion:Hospital research action and research staff have regulation and characteristic of themselves.Incentive should understand the needs of researchers and the differents during staffs;To determine the principle including people-oriend, fair and transparent, common- personality combination and incentive means of diversification;The incentive factors to determine hospital research incentive mechanism by health care and driving ones.Thus the incentive measures of effectively building the research incentive mechanism' system in hospital is made by building the dynamic mechanism,operaing mechanism,adjustment mechanism and feedback mechanism.
