In the 21st century, China's rapid economic development has attracted the whole world's attention.With the development,we can see more nationnal income and the standards of living go up to a higher level.Along with social revolution and development, Gradually widening gap between urban rich and the poor, diversification in Demand for medical services have aslo emergence ,but our diversified health care system which is incompatible with has not formed, basic medical service has not covered to all members, the market to meet the high demands of private medical institution has not open. Compared with the 21 century, China's city medical service capability has been greatly improved, However, due to long-term city medical service system by the government-run public hospitals or public medical institutions in support, Single-level model of medical services caused by low efficiency and quality, difficult to meet the immediate pursuit of people's health and the demand for medical services.In this paper, starting from the theory on the basis of the medical services, then introduced the evolution of the city medical system service, and analyze the situation on the development of city medical service system, and then point out the existence of major problems at present. In order to solve existing problems, for the unit of outstanding performance in their medical service system, the paper analysis the practice of Shanghai, Wuhan and Shenzhen as a case, Analysis of their progress and shortcomings, as a complete system of city medical services of reference.Based on this, Made this proposal: build three-level urban medical service supply network, establish the coordination mechanism community between health service centers and major hospitals, and increase government financial investment, reduce social capital threshold to enter the field of medical services, encourage development and growth of private hospitals. In short, a mature perfect city medical service system should include community health services, hospital services and medical medical emergency at three levels.
