BackgroundStudents are special communities, and school is a unique place. Infectious disease events will bring astatic element to the family and societyl, and the school normal teaching order will be affected seriously, physical and psychological health of the school students too. Emergent events of public health monitoring shows that infectious diseases in schools and kindergardens account for 54.78 percent of all the Emergent events of public in china between 2004 and 2007,85.64 percent between 2006 and 2008. Recently, as special communities, schools and kindergardens have been the important places, where infectious diseases breake out. The students have become to be the most groups affected from infectious diseases. The high rate of emergent events of public in schools has become a severe problem of public health. It is a most compelling problem for the crew of disease control how to decrease the rate of infectious diseases in schools and reduce the students physical and psychological health hazard and the heavy social burdens of outbreak of infectious epidemic.ObjectivesTo describe the characteristic of school infectious diseases recent years in Anyang showing the prevention and control status in school and discover the principal questions and weaknesses and put forward some suggestions for strategy of infectious diseases events prevention andcontrol in schools.Methods1.The school infectious diseases events databases between 2006 and 2008 in Anyang come from the Emergency Public Reporting System. Descriptive epidemiology method is used to describe the distribution of the school communicable diseases, analyse the occurrence reason and Assess on Control Effects. 2.Questionnaire survey and interview were carried out in the investigation for collecting, settling and analyzing the data. To describe the status of infectious disease prevention and control.3.To investigate the health emergency resources of the counties and urban disease control agency by using the designed questionnaire.4.The model case was choosen to review the control measurese taken by school and health department, evaluate effect and discuss problems during control.Results1.There were 11 emergent events of public health reported between 2006 and 2008 in Anyang, without Classâ… orâ…¡, oneâ…¢and tenâ…£events. The 10 classâ…£events account for 90.91 percent. There were 9 outbreaks of infectious diseases accounting for 81.82 percent with mumps 6, varicella 2 and influenza 1. The cases were 516, with no death occurred, it took place in rural primary schools 8 and 1 in rural middle school.2.All of the 42 schools and nurseries investiged establish leadership groups, building up emergency response plans, carring out physical examination for new students and regular physicalexamination, administering health files,92.31 percent of checking the immunity inoculation card. All schools and nurseries set up morning check ing system,28.57 percent of noon.23.81 percent of schools and nurseries carried out morning and noon check ing system,42.85 percent of registering absence from duty for illness and tracing,76.19 percent of registering infectious disease report,28.57 percent of carring out disinfection,56.52 percent of having full-time or part-time doctor,85.71 percent of having full-time or part-time health care teacher.3.The principals generally believed that infectious diseases eventscontrol in schools and kindergartens should be payed high attention to. But they are not satisfied with the situation now. The school health education should be enhanced.4.No special organizations were established in the disease control and prevention organization at county level, depending on the department of infectious disease prevention and control. Sixteen staff were employed in four counties,4.5 staff per organization. All organizations established leader tissue and expert group,3 field investigation group per organization carring out duty all day, more field investigation groups sent at the some time All organization set up fixup telephone and fax, enough storegy of material and equipment of sanitation defend, disinfection,test, disposal vehicle and test vehicle. Internet reporting system rate of above villages and towns hospitals has reached 100 percent since 2006. 5.There were 8 school infectious disease outbreaks reported by villages and towns hospitals, one by the local agency of disease control and prevention. The maximum time interval from the first case to report-time was 19.29 days, and the minimum time 2.79 days. The maximum ratio of repot time interval to average delitescence was 1.36, and the minimum 0.28. The maximum time interval from event-reporting to event-forming was 2.22 days, the minimum 0.05 day. The maximum time interval from the first case to the last case was 43.96 days, the minimum 5 days. The completeness rate of items filled was more than 90 percents. 5 events reporting name were not right. All the investigation reports were complete. Event correlation ratio was 77.78 percent.Conclusion1. School infectious disease events take up the prime position of the emergent events of public health, maily including respiratory infections such as mumps, varicella, infuenza, etc. These events occurred in rural middle and primary school primarily.2.There are a lot of problems in the work of disease control and prevention in most schools and kindergartens. The problems mainly embody in weak awareness, less attention, unsound sanitation facility, incomplete hygienic system and poor health education.3.Absence of supervision is a significant cause of many measures of infectious disease control not been implemented in school. So, local education and health administrative department should undertake function in managing, supervising and coordinating. It is necessary to set up a mechanism for joint prevention and control.4. Government and all level department's regard for infectious disease is not enough. They should enhance regard, management and supervision to insure relevent authorities seriously carry out responsibility and put into effect measures.
