The new rural cooperative medical care system has improved the medical conditions of farmers, makes a great success in alleviating poverty caused by illness. At the same time, there have been some problems in the process system running, and also greater challenges. How to learn from the old cooperative medical care, provide medical insurance for the majority of farmers effectively in the long run, truly achieve "production developed, life affluence" in the country, which makes the new rural cooperative medical system running sustainable seem to be very important.Take the case of Tieling, by using the Delphi method experts, this paper has done a research on the running effects of the new rural cooperative medical system in a new perspective. Giving out questionnaires to the experts, studying on the biggest indicators of the new rural cooperative medical care system in actual operation, then weighting analysis of these indicators. On the basis of indicators researching, through the establishment of the comprehensive evaluated model on the running effects, does a specific quantitative study on the running effects of the new rural cooperative medical care, combining with the problems in actual operation, makes reasonable recommendations.This paper is consisting of five parts. The first part includes concepts and theoretical basis of the new rural cooperative, including health insurance theory and the public goods theory. The second part is about the new rural cooperative running status in Tieling, including the compensation policy,insured situation,the fund raising condition,the fund using and also the related organization. The third part analyses the indicators that have impacts on the actual running effects of the new rural cooperative medical care, defines the weight of these indicators. On this basis, analyses the actual conditions of each area in Tieling with the actuarial science model. The forth part includes the main problems in running effects of each area in Tieling. Part VI brings up policies and recommendations for the actual problems in the new rural cooperative medical system.
