The Innovation And Policy Simulation Of Perfecting The Old Medical Security System

In the trend of population aging,the elderly health care issue is a subject worth studying. The future as a large group of older, mature and comprehensive medical security system will protect their basic medical needs.By comparing the medical expenses of the status of the elderly bewteen China and the United States, This paper points that currently, health expenditures of the elderly in China is in low level, compared to other groups of medical and health expenses not prominent. Factors from the social security system and non-institutional factors affect the level of Medicare spending.By analyzing of the factors, I believe that medical expenses have caused by the imperfect health care system, the low level of health care, the government's low input in the field of elderly health care. The analysis of the impact of Medicare on the basis of expenditure levels, I constructed the development model of the two countries' the aged health expenditure per capita, give the future development of the elderly health care system to support the empirical method. The trend of population aging, raising the level of medical care for the elderly is significant. In the last, the paper proposed to the policy recommendations of improving the level of medical care for the elderly is to integrate the basic medical insurance system for urban and rural residents, proposed based on a "limited concept of fiscal responsibility" approach to improve the level of medical care of the elderly, coordination and improvement of old-age insurance and medical insurance for the development of institutional arrangements to improve the future health of the elderly spending levels, thus ensuring their basic medical needs.
