The rate of organization, information superiority and social resources etc of different interest group are very different, so the power between different groups is imbalanced.This article strives to systematically analyze the realistic environment and basic conditions to promote the single-diagnosed disease fee system in our country, illustrate policy preferences and power imbalances of different interests Groups by means of Interest Group theory, and finally offer proposals to further promote single-diagnosed disease fee system reform.
