Health services affect the health and life of the people, affect the social harmony and future development. Within moderate Health cost scale, each country make great efforts to ensure residents medical needs. In recent years, along with the boost of our country's medical system reform, Poor access and high cost are the two major focus problems in China's health system. Under current Chinese medical service price regulation, there are problems such as fee-for-service-items inducing demand and over-treatment, lack of flexibility of price regulation. Medical service fees are not under control. Single diagnosed disease fee system began at the early 21st century is an innovation of price regulation and Important Measure to strengthen the control of medical expenses. single-diagnosed disease fee system is based on clinical pathway, it limits the maximum charges to regulate and control the health and medical costs. Single diagnosed disease fee system can regulate the medical cost better, and helps to promote hospital's management efficiency, therefore many countries actively support and promote this kind of fee system.However, in the process of promotion of single-diagnosed disease fee system, all kinds of problems and difficulties come up. Medical institutions, patients, health department, price department and medical insurance institute etc have different positions and interests, their enthusiasm and ability is different. The rate of organization, information superiority and social resources etc of different interest group are very different, so the power between different groups is imbalanced.This article strives to systematically analyze the realistic environment and basic conditions to promote the single-diagnosed disease fee system in our country, illustrate policy preferences and power imbalances of different interests Groups by means of Interest Group theory, and finally offer proposals to further promote single-diagnosed disease fee system reform.
