Study On Sustainable Development Of New-type Of Rural Cooperative Medical System

New CMS is party Central Committee and State Council to address the problem of rural residents, medical doctor and the establishment of a basic health insurance system, is to implement the scientific development concept, a harmonious socialist society. The establishment of a new CMS, is a central issue for the "three rural" and the launch of a major "three rural" policy. Since 2003, at all levels of Government, under the leadership of the joint efforts of the departments concerned, the majority of rural residents to participate actively in the work of the new CMS has achieved remarkable success. In rural areas has been fully established new CMS system, the institutional framework and mechanisms for establishing the Basic run, rural health care burden, a degree of ease, health services utilization, sickness, illness in the impoverished situation. But the system should be established in rural areas and involve many issues, difficult, not only because of the problem itself in rural areas of great complexity, but also because the system if you want a sustainable development also need to constantly explore, improvement and innovation.In this paper, the new 2009 health care reform as the background, Jiangxi implementation of the new rural cooperative medical system to meet the points, to explore the new rural cooperative medical system of sustainable development. This paper focuses on the integrated use of qualitative analysis and quantitative analysis methods, from Jiangxi province practical new CMS questions, then leads the national new rural cooperative system in achieving sustainable development problems, and analysed the impact of the sustainable development of the system, and to further explore the new CMS to achieve sustainable development.
