Objectives:In-depth investigations were carried out in Fujian province about status of radiodiagnosis and radiotherapy, combined with daily work, to identify the radiological protection problems of radiodiagnosis and radiotherapy units, and analyze radiological supervision and administration of health problems. Put forward effective measures and recommendations at this stage to strengthen regulation in Fujian province radiation treatment. Identify problems, analyze issues and solve problems, promoting the healthy development of the hospital radiodiagnosis and radiotherapy.Methods: In accordiance with radiation protection supervision and inspection plans of the Ministry of Health in 2009, health supervision agencies of radiation at all levels should supervise and inspect hospitals of radiodiagnosis and radiotherapy in the areas, and summit the reports, and based on daily work, grasp the radiation protection status of radiodiagnosis and radiotherapy of our province and the situation of supervision and administration.Results:1 . Basic condition : There are 1381 hospitals in Fujian province taking on radiodiagnosis and radiotherapy, of which 20 hospitals carry out clinical nuclear medicine, 30 hospitals conduct interventional radiology, and 24 hospitals carry out radiation therapy . Across our province, there are 2191 X-ray diagnostic machines, 172 CT machines, 35 DSA, 19 linear accelerators, 17 Cobalt -60 treatment machines, 13 after-loadings, 2γ-knifes, 10 SPECTs, 3 PETCTs, and 6 SPECTs with qualified circuit. Radiation workers are about 4093, the average dose of being under radiation is 1.122 mSv/a.2.Radiation Protection Monitoring:The rate of X-ray machine radiation protection detection is only up to 42.7% in our province.Radiological protection technology departments are unable to carry out X-ray image quality testing. Across the province,the pass rate of the walls of X-ray machine room, protective doors, lead glass observation-window, and room size are 91.0%, 87.7%, 90.7%, and 91.3% respectively.And the pass rate of the inspection of the protective devices in X-ray machine's room, the installaton of indicator lights for work, the posting of warning sign, the installation of mechanical ventilation equipment are 73.1%, 80.8%, and 84.3% respectively. Across the province, the protection monitoring of radiotherapy equipment and inspections of protection installations are in line with national standard.The examination of the protection of nuclear medicine showed when the external irradiation exceeded the standard, it was mainly found at the operating position, where radiation worker is putting in or injecting the adioactive drug, and the hand-operation places.All nuclear medicine, across the province, the rate of equipping activity meter, radioactive surface monitor and personal dose alarm are 100%, 80%, and 60% respectively.3.Occupation healthy guardianship:the rate of formulating occupational health surveillance system of radiation workers is 66.6%, and carrying out health examination is 57.5%.4.Radiation protection management:The rates of setting up the administrative agencies of radiological protection,management system of radiological protection,contingency plans,file management system are 54.8%,62.6%,49.8%,61.3% respectively.The rates of equipping product for protecting radiation workers and subjects are 84.4%,63.7% respectively.5.The situation of certificate holding of radiation diagnosing and treatment: the rate of radiation workers across the province holding the "Certificate of Radiation Workers" account for 47.9%.The rate of holding "Radiation treatment permits" is only 20.6%.6.Radiation health monitoring and supervising institution:19 institutions are engaged in radiation health. Across the province, the technical force of radiation health worker is limitted. There are five radiological health institutons with the Class Second qualification of the occupational hazard assessment of qualifications. Conventional radiation detection and evaluation qualifications are 9 units. 1005 units were supervised and examed,of which 27.4% were found illegal. Conclusion:Improve the technical level of radiation health monitoring,the workplace monitoring,individual dose monitoring,and testing capacity of quality control; Put into effect the implementation of reporting system about the occupational hazard project . Strengthen the team building of radiation health monitoring and supervision.Strengthen training and propaganda about radiation protection knowledge and raise the awareness on radiological protection.Implement occupational health surveillance, the file management system.Improved health-care treatment for radiation workers.Reformed supervising mechanism of radiodiagnosis and radiotherapy to improve the efficiency and level of supervision.Enhance the legal awareness,perform duties according to law,and strictly enforced the law.
