The basis of this research is the functional orientation of Traditional Chinese Medical (TCM) in community medical service institutions; combining the current development tendency of TCM working features and performance evaluation. Probing into the significance of performance evaluation to TCM general practitioners, measuring the dimensionality of performance evaluation, confirming the targets and power of performance, making clear the processes and methods of performance evaluation this research aims at establishing the evaluation targets system for the practical working performance of TCM general practitioners, accurately, impersonally and truly providing scientific basis to evaluate general practitioners'performance, which can explode service enthusiasm and work efficiency of general practitioners to promote TCM entering communities. At the background of insisting on commonweal and state-orientation of foundational medical service, the research is to promote the reforming of salary distribution system to TCM general practitioners, distribute salary according to working performance, and ensure the good development of TCM in communities.At first, fully consider the working features of community medical service and service superiorities of TCM when establish the performance evaluation target system of general practitioners. Besides the 3 traditional targets (service quality, service quantity and sufferer's contentment), continual educational capability and the ability of group cooperation have been added which can embody the features of community medical service. The targets of grade 2 are concerned about the main work and features of TCM. Second, form the target system of performance evaluation in general practitioners after twice consulting from experts by Delphi, including 5 targets in grade 1 and 32 in grade 2. The Fuzzy method has been used in estimating powers, making sure the powers by targets'subjection. Initially, filtrate targets subjectively and then get relatively objective target power quotients by statistics. Third, By using targets system forming from the research, the demonstrated investigation at Lixia district in Jinan and Mount Tai district in Taian, the two state-level demonstrated districts, has proved the target system has better reliability, validity and distinguish between degrees by weighted average. Fourth, TCM entering community has giant superiority, but the development has lagged behind severely. The lack of TCM general practitioners, the subjective target system of performance evaluation and promotion system has influenced the process.At last, according to the above research; the target system has supplied good reference for objectively evaluating the work of TCM general practitioners. It can effectively guide the salary distribution, maintain the rights and interests of herbalists'doctors to raise the work efficiency of the TCM general practitioners and promote the work of TCM general practitioners entering community. Meanwhile, the target system of performance evaluation which is based on individual and has orientation has become the new tendency of evaluating community medical service. The system has good instructed function to perfect community medical service, promote service efficiency and improve service quality.
