Research On Farmer's Willingness And Behavior To Participate The New Rural Cooperative Medical Care

This paper focuses on field survey, choosing farmers' willingness and behavior to participate in the new rural cooperative medical care as its study subject. After consulting lots of documents, we interviewed some farmers who lived in WeiFang area, ShanDong provinve to collect our study data, which is analyzed by quantitative and qualitative research methods, as well as several sociological theories, such as Social Action Theory, Rational Choice Theory and "Limited Rationality" Theory.We have described willingness and behaviors respectively of these farmers' participating in the new rural cooperative medical care by data study, and analyzed the diversity of different farmers' participation willingness and behaviors, meanwhile, we have discussed several objective factors which affect farmers' participation willingness, and explored the reason these farmers want to participate in the new rural cooperative medical care or not. Finally, the participation willingness and behaviors are summarized as "Ideal Type" by analyzing the relationship between them.To be specific, we have reached three conclusions from this paper.First, the farmers enjoy strong willingness to participate the new rural cooperative medical care in general. But there is something different among their willingness. The result of this survey shows that 75% of all farmers are willing to take part in the new rural cooperative medical care, and there are significant correlations between age and farmers' willingness to participate the new rural cooperative medical care, also between education backgrounds and willingness to participate the new rural cooperative medical care, between their family expenditure and their willingness. That's to say, the older some farmers are, the stronger feeling they have to take part in the new rural cooperative medical care, and those farmers with higher level of education background enjoy stronger feelings of participating it. In addition, due to their higher level of family medical expenditure, some farmers' inclination to participating the new rural cooperative medical care are more tense than others.Second, many farmers participate the new rural cooperative medical care according to their participation willingness, namely, farmers with stronger feeling of participating the rural new cooperative medical care are more eager to participate it. For example, 84% farmers of our sample have participated in the new rural cooperative medical care. Meanwhile, farmers with different backgrounds have different participation behaviors, where the age and education backgrounds affect their behaviors to a large extent.Third, fanners' participation behaviors are consistent with their willingness generally, and there is no one-one correspondence between them. For example, though some farmers are willing to participate in the rural cooperative medical care, they haven't made it come true. Some others participate in it without strong willingness. According to our analysis, this situation is caused by several factors, such as, the ways participating in the new rural cooperative medical are different, farmers prefer to different medical support modes, and there is not enough investment on rural medical support. In a word, the relationship between willingness and behavior can be generalized as follows: active participating type, passive participating type, active wait-and-see type, and negative avoiding type. It is also called "ideal type".
