ObjectiveThrough the theoretical analysis, we define public health services performance in the township and village. Using literature research and spot investigation, we understand the present situation of public health services performance in the sample areas and find the existing problems and sum up the influence factors related to these problems. Using the statistical method, we analyze the data and get the key influence factors which affect the public health services performance in the township and village. On the basis of the analysis, we explore the strategies which can suit the actual situation in China rural areas and meet the public health services demand in the township and village.MethodsWe apply the theory and method, such as health service management, health economics, hygienic statistics, and econometrics. Through theory analysis, we define the entities and contents of public health services performance in the township and village. Using health statistics and econometrics method, we analyze the present situation and the existing major problems of the public health services performance in the township and village. The main methods include: (1) literature study; (2) spot investigation: through questionnaire investigation, individual depth interview and nominal group discussion, we obtain the qualitative and quantitative data; (3) health statistics methods, thus as descriptive statistics, analytic hierarchy process and factor analysis, are mainly used to analyze the data.Results(1) Through the research on performance and public health performance theory, we define public health services performance in the township and village. On the basis of defining the definition of the public health services performance in the township and village, we summary the significance of influence factors research of public health services.(2) Combined with the definition of public health services performance in the township and village, we determine the selection standard of influence factors of public health services performance in the township and village through the research on influence factors of the performance and public health services performance. According to the selection standard, we determine the five aspects of influence factors of public health services performance and the relationship between influence factors and public health services performance in the township and village.(3) Through the statistical analysis of investigation data in the sample areas, we find the main problems of public health services performance in the township areas: the economic development in the township areas limits the development of public health; geographical environment affects the availability of public health services in the township and village; the inadequate investment of public health services in the township areas; the change of the number of the population in the township areas leads to the demand change of public health services; external support leads to the differences of public health services performance among different townships and villages. On the basis of literature research and spot investigation, we determine thirteen influence factors of public health services performance.(4) Through the quantitative analysis of the thirteen influence factors, we determine the influence factors of public health services performance in the township and village: economic factor, geographical environment factor, population factor, external policy factor.Conclusion(1)Geographical environment factors have a linear correlation with public health services performance in the township and village areas, which shows that the township areas and the distance from the township to the country will have a negative impact on public health services performance.(2)External policy factors have a linear correlation with public health services performance in the township and village areas, which indicates that optimizing the allocation of public health resources and strengthening the management can improve the performance of public health services in conditions of limited resources.(3)The population factor has a linear correlation with public health services performance in the township and village areas, which indicates that the change of service object can affect the public health services performance in the township and village areas.(4)Economic situation factors have a linear correlation with public health services performance in the township and village areas, which indicates that the changes of GDP in the township areas, the average income of peasants and the poverty rates in the township areas affect the demand of public health services and thus influence the public health services performance in the township and village areas.
